Online
Casinos are "Not Dead in America"
A USA gaming lawyer, and respected author has stated that online
gambling in the United States is NOT dead, despite the passage of UIGEA
(Unlawful Internet Gambling Enforcement Act) as there will be increased
demand by states for involvement in the activity, and the revenues it
raises.
Martin Owens spoke at a conference in Spain during the sixth annual EiG
(European Interactive Gaming Congress and Expo) and ran over the
"curious" nature of Federal versus State law in the USA. He detailed
the complexities and inconsistencies of the law, and the apparent
predilection of authorities to intimidate and harass vulnerable
targets, rather than focusing on the issues of United States law that
remain unresolved.

Crackdown on Mediterranean Online Casino
On the Mediterranean island of Cypress, officials are planning to crack
down on cafe's and shops that they claim are illegally converting into
online casinos.
The Mayor of the town Paphos, Savvas Vergas, told local reporters that
he was "very concerned" this week with the latest developments and is
set to meet with the police officials to discuss the issue. He claims
that many cafe's and shops have started to convert their buisness
computers into "mini casinos" by letting customers play illegal online
betting machines, but he did not stipulate which gambling sites are
involved.
According to the municipality a special permit is needed for
proprietors to charge for internet access. This year officials said
that 20 or so cafe's and shops have been illegally operating as
internet cafe's, and incourage customers to play online casino games.

USA Authorities Publish UIGEA Regulations
In the United States, officials from the US Treasury and the Department
of Justice have published the fifty two pages of regulations that they
hope will enforce the UIGEA (Unlawful Internet Gambling Enforcement
Act) legislation signed into the law by President Bush last year.
Unlawful Internet Gambling Enforcement Act is designed to ban financial
transactions between online gambling companies and banks but the
released guidelines are only proposals, on which comments are invited
before a deadline set at the 12th of December.

Racing Post is Sold
Investment firm FL Partners, based in Dublin, has announced the
aquisition of horse racing and betting publication "The Racing Post"
from newspaper publishers Trinity Mirror for an estimated $340 million.
The deal includes the publication with its website and some other
titles in the betting buisness and will see some executive changes,
with former editor Alan Byrne being appointed as CEO and Editor In
Chief, while FL Direcrors Peter Crowley and Neil Highes are to join the
board as Co-Chairmen.

Betfair, an online betting group announced that it took home the top
prize at the third annual eGaming Awards last week in London's Natural
History Museum.

Bid
L&G (Leisure & Gaming), an online betting and gaming
firm who
operates successful brands such as Bet Shop and its Acropolis branded
online casino, announced that its received a buyout offer from CGTV
Games Limited, a Dublin based company.
An exclusive agreement has been signed with CGTV, a global provider of
casino and slots software, until the end of October. If all conditions
are satisfied it will purchase the entire share capital of L&G
for
no less than 13 pence per share.

PGIC (Progressive Gaming International, the biggest international

announced that it has entered a secure deal for the sale of its table
games devision to SM (Shuffle Master).
Shuffle Master will aquire the assets of the world wide TGD (Table Game
Division), including the world wide rights and lease contracts for all

European Union Gambling Firms Issue with a
$100Billion IOU
Europe's leading figures from the online gambling industry have pressed
the European Union to persue a compensation bid of $100 billion from
the USA, after losses incurred as result of the UIGEA (Unlawful
Internet Gambling Enforcement Act) of 2006.
Since the introduction of UIGEA in October of last year, it has made it
illegal for banking institutions to accept US funds transfers to and
from online gambling websites, and has forced European gaming giants
including Party Gaming and Sporting Bet to exit the USA market.
The offer made last week from the USA to the European Union was
rejected, and a deadline of October 22 was given for America to come up
with a suitable reparation package.

it is going to challenge rulings against it in two American court cases
last month, which forced it to change its name to Bodog Life.

European Commission Committed to End
Gambling Monopolies
The head of the EC (European Commission), the former Irish Finance
Minister, Charlie McCreevy, reiterated the European Commissions's
commitment to breaking up gambling monopolies, in an article published
by Bloomberg, a news agency.
McCreevy argues in the article, that the European Commission wont give
up the fight to open the European gambling market, stating it will call
on the ECJ (European Court of Justice) to help to make compliance
obligatory, as per the EU's requirement for the free movement of
services and trade.
The ECJ has already taken legal action against 10 of the 27 European
Union member nations, requiring them to change their restrictive
gambling policies to open up for competition from fellow member states.

USA Makes Offer to Compensate EU
The Financial Times newspaper has reported that the USA Govornment has
made its first compensation offer to EU (European Union) following its
withdrawl from WTO (World Trade Organisation) obligations.
The newspaper report claims that Euro gambling groups are pressing the
EU to reject the offer as inadequate compensation for losses suffered
when the USA passed the UIGEA (Unlawful Internet Gambling Enforcement
Act) which restricts online betting.

PR Group Hired by IMEGA
IMEGA (The Interactive Media Entertainment and Gaming Association)
announced that it has hired OPRW (Ogilvy Public Relations Worldwide),
an internationally respected PR group.
The New York based public relations firm was hired by the non profit
lobby group to keep the pressure on, during IMEGAs legal action against
the USA Govornment over the validity and Constitutional propriety of
the UIGEA (Unlawful Internet Gambling Enforcement Act).
On Monday, the two sides are meeting again in a New Jersey Federal
Court for another hearing, and IMEGA is hoping that by highlighting the
adverse effects on the USA, it may persuade American politicians to
consider supporting anti UIGEA proposals, such as Barney Franks IGREA
(Internet Gambling Regulation Enforcement Act). IMEGA already
highlighted UIGEA faults like the World Trade Organisation debacle,
with the WTO seeing it as an assault on Constitutional rights.

Sportsbook
After rumors last week, online casino 32 Red announced that it is in
negotiations with an unknown party in regards to the sale of its
Gibraltar based sportsbook subsidiary.
In a statement for the LSE (London Stock Exchange, 32 Red said that,
following "recent press speculation", it could confirm it was "in
discussions concerning a potential sale", but did not disclose who the
potential buyer was.
However, rumors and industry movements seem to indicate the buyer may

Study in United Kingdom Finds No Problem in
Gambling
Despite weeks of media speculation to the contrary, a Govornment body
has found that problem gambling in the UK has not risen in 8 years.
The UK Gambling Commission's Prevalence Study's findings were released
yesterday, and confounded media conjecture that the first analysis of
its kind since '99 would show significant increases in problem gambling
throughout the nation.
The study shows that 0.6% if the British adult population have gambling
problems, a far lower number than the one million some press outlets
suggested.

Consider Opening a Gambling Market
After a sustained attack from the EJC (European Court of Justice) in
regards to its restricted Internet gambling market, the French
officials have begun to initiate talks in Brussels to consider opening
up the industry to foreign competitors.
The European Court of Justice (EJC) has given France until the 29th of
october to change its online gambling legislation, which only permits
native firms PMU, and Francaise des Jeux to offer services over the
internet. The policy caused the French govornment to breach article 49
of the EU Treaty, which allows for a free market in the service sector
within Europe.

The EGBA (European Gaming and Betting Association, whose members
include gambling companies Bwin and PartyGaming, are happy with
yesterdays EJC ( European Court of Justice) ruling, which ruled that
the Italian govornment has contravened articles of European law as it
considered renewal of the countries horse racing licences.
The European Court of Justice (EJC) argued that Italy had failed to see
its responsibilities under articles 49 and 43 of the EC Treaty,
articles that relate tofreedom to provide services and freedom of
establishment, by blocking operators from neighbouring European
countries from gaining a foothold in the Italian betting market.
According to the European Court of Justice, Italian authorities cannot
continue to monopolise the market simply by arguing that lack of
foreign competition will secure financial stability and a proper return
on past investments for licence holders.

it aquired rights to create the first online casino games to be based
on Marvel Super Heroes, The Fantastic Four and Spider Man.

States Not Backing Down

the dispute with Antigua and Barbuda the USA is fighting back by citing
an article from World Trade Organisation's (WTO) General Agreement on
Trade Services (GATS).

Caribbean island currently has a $7 billion compensation bid against
the USA after the World Trade Organisation (WTO) ruled against the
country's actions to block foreign competition for bets on Internet

USA argues that the best route to resolve the quarrel with Antigua, and

and Australia, is to withdraw from WTO (World Trade Organisation's)

Advocate
and solicitor Clair Milne has been appointed new Chairperson of the
Isle of Man Gambling Supervision Commission.
Milne,
who was born on the Isle of Man, has a background in data protection,

announced a 53% surge in its first half. Its operating profit hit
€14.8 million.

Barbuda
and Antigua Getting Set to Fight USA for $7Billion
Barbuda
and Antigua's ongoing claim for earning loss due to the USA's UIGEA
(Unlawful Internet Gambling Enforcement Act) is set to reach the $7
billion mark according to the Antigua Sun.
The
dispute against the USA was won by Antigua after the WTO (World Trade
Organization) ruled that it was wrong to allow domestic interstate
gambling, while forbiding foreign competition.
It
was also ruled by the WTO, that the USA is in continued contravention
of commitments under the WTO GATS (General Agreement on Trade in
Services) due to the limits placed on internet gambling.
Currently,
the USA is threatenting to completely withdraw from GATS. Barbuda and
Antigua's attorney and the WTO (World Trade Organization, Mark Mended,
says if the USA withdraws from GATS, it will spriral several more
compensation claims.

FC and Online Casino Partner Up
The
Malta licensed, Swedish listed gaming and betting operator, Unibet
announced that an agreement has been signed with England's Liverpool
Football Club to exclusively become its betting partner for a three
year term.
Unibet

USA Online Casino Enemy Resigns
Attorney
General, Alberto Gonzales has submitted to pressure and resigned from
his position following multiple scandals and being accused of perjury
before Congress.
Yesterday
Gonzales announced his resignation, claiming to have "lived the
American dream" by leading the US DOD (Department of Justice). There
had been calls for his resignation for months, but he finally bowed out
after a telephone call from President Bush on Friday. Weekend rumors of
Gonzales' departure being imminent were circulating but they had been
dismissed until Mondays announcement.
After
announcing his resignation, and without response to questions Gonzales
just said "Thank you and God Bless America"
While
heading the agencies which caused so much damage to the online gambling
industry, he was reported to have made a promise to anti-online
gambling Senator Jon Kyl that he exersise every power to ensure the
destruction of online gambling.
Alberto
Gonzales' resignation will be official on September 17, when it will be
announced by the President that Solicitor General Paul Clement, will
serve as Acting Attorney General until a permanent replacement is
chosen.

An
editorial in the New York Post newspaper, published by two members of
America's House of Representatives outlines why they believe in
regulating online casinos instead of banning them.

Democrat, Steve Israel and Pete King, a Republican were among the
origional co-signers of Mr. Barney Frank's Internet Gambling Regulation
and Enforcement Act (IGREA), Bill 2046, both saying that the Treasury
Department is responsible for a number of jobs like protecting the
President, investigation of counterfeit money, and the tracking of
terrorist financing and should not be responsible for the ban on online
casinos.
Were
now being asked "to spend time and resources persuing something
trivial, people who play games from their home computers", Israel and
King wrote.
